GPU usage jumps to 100% and stream freezes after a minute

I recently put my old pc back together to use it as the stream pc in a dual pc setup, but ran into the issue in the title.
Even if streaming absolutely nothing, not a single source added, after somewhere between 10 seconds and 5 minutes the GPU use suddenly jumps to 100% and CPU use goes from around 10% to 25%, stream nearly freezes and OBS gives the "Encoder overloaded" message.

I've tried to lower the settings, run obs as an administrator, set process priotity to high, remove the NDI plugin (which is the only plugin i installed) and roll back to 28.1.2.
Everything else is up to date and it's a completely fresh windows install.

System specs:
AMD FX-8350
Radeon RX-580 8Gb
16Gb RAM

DON'T DO THAT!!!! Yes, it "solves problems" related to permissions or access (and *only* that sort of problem), but it also creates a massive opportunity for an attack (or just a bug) to take down the entire machine, not just your account on it or just the app.

I'm not a connoisseur for specs, but "old PC for live video production" raises my eyebrows. *Sometimes* it works, but it would have to be not all that old, or an absolute beast when it was new.

Live video takes a lot; you can't just toss any old machine at it and expect it to work.

With the way i'm running it, it handles 1080p60 at 8000kbps fine. Toned it down to 6000kbps to match the maximum bitrate for twitch and it runs that very comfortably UNTIL the bug kicks in. That has nothing to do with my specs or age of the machine
