Question / Help GPU encoder problems

My gpu can not be selected as the encoder. My videos have really low quality even though I set the bitrate high. It looks like it has static lines through it. Multiple people told me to switch encoders, but the option to switch to my geforce 630 is not there. Can anyone help?

The 630 doesn't have the components needed for the hardware encoder. And switching to nvenc will actually make picture quality worse.
