GPU Encoder Overload? (Recording Issue)

I had already calibrated OBS to what I believed was perfect, but then after the most recent update... no matter what I do... I have anywhere between 0.1% to 0.5% GPU encoder overload. I have tried everything on the support pages, and more and still nothing gets rid of it. I have noticed while looking at footage that the video quality overall doesn't look great despite having 40k as my bit rate. I fail to see what I can even do to fix it short of installing the last version and see if that fixes it. Any help or advice is appreciated.

I tried that… even tried lowering it to 30… still get it

Post a new log with the 30 FPS for OBS.

30 FPS recording. I'm telling you, before the last update I had the same problem until I launched as administrator which let me record at 120 FPS no problem... which I wouldn't think would be a problem with my having a 3060Ti anyway...

Just for the sh'n'giggles of it, I installed Streamlabs OBS. I set it up with all the same settings that I had the first go around before OBS Studio started to mess up on me. Did some stress testing and it recorded seemlessly at 120 FPS with 0% GPU Encoder lag... and the video quality is noticeably better despite not upping the bitrate to over 40k. I guess I'm not needing any more help but thanks anyways :)
