Bug Report GPU at idle while streaming with OBS and playing

Hello, I have encountered a huge Problem. This ONLY occurs while running OBS.

I stream from time to time on twitch (Overwatch). While playing without streaming I get constant frames of 300. Now, while streaming my ingame fps drop to 160ish. However, this is NOT due CPU or GPU bottleneck. It is because my GPU suddenly goes into idle modus (400-800 MHz, lower RAM frequency) while maintain a max. temperature of 44 °C. This doesn't change at all while OBS is running.

My question: Does anyone else has that kind of bug? Once again, its not like the GPU couldn't handle more, its just like it doesn't know I am playing the game. Is there a way to disable the "idle" modus for GPU?

My system:
CPU: i7-8700k
GPU: 2080 RTX (same result with a 1070 GTX)
Win10 64bit
New drivers

Windows is out of date and Game Mode is on by default and cannot be turned off. Check the link below for instructions on turning this mode off. Then run another session and see if the same occurs and post a new log.
