GPU 3D 100% even before streaming

Hi I'm trying to just set up on OBS and I run the program as admin and even before I get to streaming, the program makes my pc run slow as a whole, making it very hard to even use. CPU usage is low however my GPU instantly goes to 100% and 3d is 100%. I'm using NVENC, any ideas what could be causing this?

I have my frame rate capped in game, tried v-sync on/off, game mode on/off, windowed/fullscreen etc.

I have one browser source that holds my camera overlays and alerts with my nvidia broadcast camera as well.

Specs: i9 9900k , MSI GeForce RTX 3080, 32gb RAM

If you don't absolutely need it, make sure OBS Studio mode is NOT on (ie rendering video twice)
And see pinned post on posting an OBS log (after you actually stream or record something for a few minutes)
