Question / Help Good settings laggy and blurry preview

I record with good settings and after when I look back at the video it looks so blurry and bad when I dont lag when I record.

Still looks bad and choppy
I dont have CRF but when I Use CQP and the rate at 14 It was better but not good
and my CPU is only running at 2%
