Question / Help Good Settings for Streaming, without any lag

So I've been trying to stream and I have my streams look low quality. I am trying to stream at 720p60fps. The settings I'm using are, NVENCH H.264, with rate control as 3500. Preset as Low-Latency High quality and profile as main.In the video tab my base canvas is 1080p, and I rescale it down to 720p60fps, with Lanczos.
My Pc Specs are:
CPU: 6700k Non overclocked
RAM: 16gb DDR4 2100 mhz
GPU:Gtx 1070 Founders edition with some overclock

My internet speeds are 60+ Download speeds and 5 upload. IDK why the upload speed is slow.
