There are no "best settings." Please understand that every setup, for every use case, will be very different. Any guides or videos that claim otherwise are misinforming. Your best option is to start with a base and adjust as necessary. Test, test, and test again. We are happy to offer suggestions for any issues you may be having, but we will not give you a list of settings.

As of OBS 19.0.0, an Auto-Configuration Wizard was added to help new or inexperienced users select streaming and recording settings that their PC can handle. It can be accessed from the Tools menu in OBS, and then just follow the on-screen directions. You can use this tool to get a set baseline settings for your hardware. Lastly, please note that the wizard is currently in beta!

I have used the setup wizard it doesn't work I get constant buffer lag pausing etc. I have changed my bitrate fps encoder myself nothing works and nothing will work AT all

I have also changed my bitrate to something very low such as 2500 and I have 12 upload 200 download so i mean it should work and it doesn't.

In the log you linked, you are dropping tons of frames which means your connection is not stable enough for that bitrate. Auto-config tests your connection and gives you a bitrate that doesn't drop frames.

You are semi right. I just switched to 2.5k and it works but I am just letting you know it did automatically give me 6k so.

The autoconfig is still beta, and there is a known issue where it might provide slightly higher bitrate than a connection can actually handle.

It's intended to give you a starting point, not to be perfect.

I understand that but Dilaz said "Auto-config tests your connection and gives you a bitrate that doesn't drop frames." which happened to me and I said he was wrong thats all I said.
