Question / Help Good recording settings 720p60

I am getting a pretty beast computer soon.
I want to record with OBS, with this computer, recording with OBS makes my fps drops hard.
But in the new computer hopefully, I will be able to record pretty smooth.
I wanted the settings for the 'BEST' resolution you can make out of 720p , 60FPS because 720p60 settings can look different depends on bitrate stuff and such.

+ I also wanted to ask, after recording with OBS, If I dont want to edit anything, can I Instant-upload it, Or i'll have to render first?

+ Is there an option to Stream and Record at the same time?, If so.. How?

PS : I prefer 720p60 because I may record with shaders and shaders + high settings + record + stream = pretty high requirements.
Also 1080p can take longer to render.

Well, if you'll get a beastly computer 1080p should not be a big problem, if you can live with hardware encoders like Quicksync (Intel Core i-CPU) or Nvenc (Nvidia GTX 650 and above).

Shouldn't be a problem for youtube at least.

Yes under Settings -> Broadcast Settings -> Mode -> Live Stream -> (CheckBox) Automaticly save stream to file.
