Can you specify what issue you are having?
I'm not surprised though, the i3 in that laptop is extremely weak, and real-time video encoding for streaming is computationally demanding. And without a GPU-based hardware encoder (which it does not have), I really don't know if it'd be able to stream, even at a very low resolution and framerate.
