Good Morning...I am having a problem with one of my setups with occasional blurry lines at top of screen. Please help!!

I record VHS tapes with capture cards. I have the same setup on 3 new Dell computers. One one setup the top of the capture screen keeps getting blurry lines up top. It comes and goes. I have tried new cords, different tapes, different handycams and VCR's, matching the settings of the other two setups, & updates to 27.1.3 It is running with the (64-bit windows program).

Any advice on how I can fix this? Thank you!!
