Hi I have a Alienware console alpha
Intel core i3
8 gig ram
Nvidia garphics
I have on obs
3000 kb/s and custom buff at 3000
264x (I belive that's it) I use then nvidia instead of that
I use CBR
I have red at 1920 x 1080
My internet speeds are
28 mbs download (as from speed test) and 4 mbs upload
As what I searched I can do 1080p but when I put all the settings I have in obs and look at it on twitch and I move around it becomes all blurry and starts to lag on full screen only it lags

Post a logfile from the help menu.

NVENC is a poor-quality encoding method. Your i3 isn't going to handle streaming 1080p video in x264. It's a budget gaming option, and won't stand up to the computational load needed for real-time video encoding, especially while also gaming.
Downscale to 720p@30fps. Normally I'd recommend dropping the bitrate to 2000kbps, but as NVENC is quite bad, it probably will need 3000 to look about the same.

To stream in 1080p you normaly need almost 5000 kbit/s upload to get a decent quality without bluring. If you arent partnered 1080p couldnt be watched either from some different people. So go down to 720p60 fps or something lower fps to get a good quality without blurring. You should also not using 3500kbit/s upload as max buffer. If you arent partnered. Because your stream didnt getting really much support and people / viewer complaining about buffeting. Set 2500 or 3000 kbit/s max bitrate and buffer. To let more people have fun to watch your stream without buffering

You can also do a resolution downscale if you need to and you should stream around 1500~1750kps @ 720p60. Keeps your low BW folks happy!

You should NEVER stream 720p@60 on that little bitrate. It will look like a total hot mess. 60fps is mostly just a waste of bandwidth anyway when you need to worry about keeping your bitrate low, unless you have a specific technical reason to use it. Even then you need to downscale aggressively (480p or lower) to get it to fit within the 2000kbps limit.

I have been for a while, never had any issues at all with it. No less I had the headroom to do more.
