Short answer: Yes.

Long one:

Streaming is done with a pretty low speed (compared to what you would use for a VOD like a youtube video) so everyone, even with a mobile plan, can watch it.
So you can use 2000 or 2500 bitrate, which is 2 or 2,5 mbit/s, you got 63 mbit/s upload.
The maximum what is allowed on twitch.tv is 3500, other sites go higher, check their rules/ToS to see how far you can go.
And the last point is - your viewers. You have a decent connection, that doesnt apply to everyone.
So stick with 2500 on twitch until you are partnered, then you can go up to 4000.

P.S. what is more important, is your hardware. LOL is an easy game to stream and due to comic style graphics without a lot of small details, its easy to encode. But still, if you want the quality of a top streamer, you need a halfway decent PC or a top laptop.

Well thats not a pretty decent PC, thats an ok PC for LoL. And since you gave me only the CPU and the amount of RAM, i cant really help you. But i can tell - forget about x264 encoding with this CPU, even 720p 30fps is not possible. Tell me your GPU and i will tell you what to use: NVenc or AMD VCE.

If you want to do streaming with high quality - visit your favourite PC store and grab some shiny new parts.

You can try to use AMD VCE, there is a guide etc.
But i can tell you - that system will never produce good quality, streaming will hit your FPS really hard.
Streaming requires a really decent setup, not only the connection should be good.
Going for something like an FX-8350 and an R9 370 for a single PC for streaming and gaming is a minimum what i would actually use. Take a look at what people use who have halfway decent stream quality, most people post their speccs in the description. You will see why :-)

So just to clarify if I wanted to build my computer into a streaming computer what would I need to update?

At least your CPU. The FX8150 or 8350 is a good thing. Maybe the motherboard, if yours cant handle the latest FX CPUs.
The best case right now is the 6700K, 8GB DDR4, Z170 Motherboard and a decent GPU that will give you at least 60FPS in games that you want to play/stream.

Just try to do some recording with settings that you will use for streaming, you will see what is the limit.
