With such big download frame time you can't beat 60 fps (1/61.925 ms = 16 Hz), in general.

If you can't fix what's causing the problems with your video card (which is completely outside of the scope of OBS) then no amount of settings are going to help you.

But, when you record videogames, you can see, how the quality of the video is.

I wanted you or anyone else, to upload a video, where I can see, if the quality of your video is better than mine. I just want to see, if the quality of my videos is suffering by the "buggy" graphic card.
