Question / Help Good bitrate, blurry crosshair

In my stream I stream quake. I have 3500 as my bitrate with a 10mb up. I have downscaled to 720p, and things still look kind of blurry, especially the crosshair. Does twitch throttle the amount of 'clarity' one can get out of a stream without becoming a partner? It sees that no matter how much I adjust the bitrate my crosshair and other elements seem blurry.

I am broadcasting at 45 - 60 fps as well. Am I missing something?

You're just going to have to accept the fact that streaming quality isn't going to equal in game quality. However, the reason crosshairs might look especially bad is because it is a small area and has a hard transition from the rest of the game. It's just how x264 works with a low bitrate, if you believe that it is abnormally bad, provide a VOD and a log.

I'm not sure how to provide a log, and of what. However, here is a VOD http://www.twitch.tv/taintql/b/581045004

To me, that crosshair is very blurry compared to everything else which is relatively sharp. I see other streams that don't have this problem, unless they are all at 1080p, which I thought was not necessary for a nice looking stream.
