Question / Help Going blurry when I pan camera in game?

Was told by a viewer this was happening and watched back and saw as I pan the camera it goes all blurry on the stream. Also tested while recording and it did the same thing even when I changed from 720p to 1080p for the recording and turned off "enforce streaming service encoder settings"
 
Blockiness during motion is caused by insufficient bitrate. Use 6000kbps as this is the highest Twitch allows.

Ah I was just following the twitch encoding page where it says to use 4500kbps for 720 60fps. I'll change it to 6k and see if I still have the same issue. Shall I re-enable "enforce streaming service encoder settings" ?
 
Generally you should have that enabled, as it prevents you from setting things that will make your stream be unavailable at Twitch.
 
it seemed to fix the issue slightly but still happens a bit but that's probably just the down scaling to 720p
