Bug Report Glitch in footage every four seconds [video included]

I'm experiencing an issue where if I launch OBS and start recording everything is fine, but when stop recording and then press record again the recorded footage shows a recurring graphical glitch every four seconds:

Here's the non-glitched footage:

This started happening after updating to one of the more recent releases a few weeks ago, it worked fine before that. Has anyone of you seen this before and know how to fix this? Or is it a bug in OBS that needs to be filed?

Thanks!

I've tested this with the v18.0.0 update and the glitching is still present.

Here's a YouTube video illustrating the problem:

The glitching is visible horizontally across the top third of the screen. I'm using the H264 (AMD Advanced Media Framework encoder). The effect is absent when using the included x264 encoder, but it's much slower.

I'm really hoping somebody knows how to resolve this. Thanks.

Right, I just solved this by choosing a preset in the Output settings pane, instead of manually fiddling with the H264 encoder settings.

EDIT: Not entirely resolved unfortunately. The image remained ok for most of my recording, but after exactly 24 minutes the bottom half of the image pixelated, which magically fixed itself after a few minutes.

The effect is visible here: https://youtu.be/hOcftiEur3Q?t=23m55s (kicks in after 5 seconds)

Could someone point me at the settings that might be responsible for this behavior? Is it just that my PC isn't powerful enough (i5 3570K), or are there other options?

(It happens in other games too by the way, it just so happens that I'm recording a lot of Q2 at the moment.)

EDIT 2: Switched from Constant QP to CBR with a 9000 Bitrate. Let's see how this goes.

Thanks for the link. That looks like the issue I was experiencing. Changing the settings to one of the presets resolved the pulsating effect for me.

I'm hoping the higher bitrate will fix the new issue I'm experiencing.

EDIT: Noticed that the AMF Encoder plugin gets updated quite a lot more often than I expected. Just updated to the latest version.

Here's the log for the recording that shows the pixelated image halfway through:
