Bug Report pulcateing video ?

so ive noticed this happens at times. in minecraft win10 edition and now fallout shelter. I'm not sure if it happens in other games I am on the preview fast build of windows 10 too so that doesn't help. buts its like the video feed pulsates.

I have fast build windows 10, latest obs. latest amd encoder plugin for obs. uwp apps fallout and minecraft



if you watch a bit of that video at that point you will see what I am describing. any help is appreciated to help me figure out the issue.

Low bitrate is not the best part of the AMD encoder. Either try to increase bitrate or reduce fps/resolution. The issue itself very similar to "refreshing effect" (reverse "keyframe pumping") that was mentioned in:

and in other posts. Some issues was solved... I think @Xaymar knows best. The issue is related to the HW encoder you are using (maybe driver/software update is required).
