Question / Help Getting random fps dips in some games

I'm getting random lag dips when streaming with this setup nor do i get any fps i would expect with a setup like this but i guess i could use some help :(. My cpu is an fx8350 with a gtx750ti graphics card. i have 60 download and 5 upload. Theres my last known log,not sure if it shows in that one,but id get fps drops from like 60 to 30 or 15 even at times for a couple seconds then it would hop back up and repat a few seconds after.

This was the worst offender when you played Rainbow Six Siege as this game alone is CPU intensive, and the FX-8350 is very old, even though it would be AMD's top of the line CPU it's still very poor in single-core performance compared to Sandy Bridge i5s. Given you're running with a low-powered GPU from 2014 raising the GPU-bounded settings (turning Antialiasing off instead of using Temporal Filtering) wouldn't help as you will get more lagged frames due to rendering lags and inconsistent frametimes on OBS.

Your Internet is struggling to stream. Run TwitchTest to see the quality of their servers and show me the results. Otherwise lower your bitrate.
 
Alright will run the twitchtest when I get out of bed. Aside from that I understand rainbow six doing something like that . but it even happened playing wow being in like a by although it happened less it still made it near impossible to stream. I know it shouldn't be doing it with wow like this because I streamed fine back when I had my 6300 playing wow
 
Just ran twitch test,and the best 2 seem to be between san fran and san jose each with 4472 but san jose with 10 better ping and it says they both have a quality of 80
