Question / Help getting my stream right

Hi guys & gals,

i have started to stream to twitch & love OBS its great. the issue im having is that i get the pixelation that everyone talks about. I know that my speeds are not awesome as my u/l is only 1100kbps & my d/l is 6.5Mbps.

my specs are below. what i really want to know is will my pixelation/performance improve if i buy a capture card? or is the pixelation directly linked to line speed?

I've reviewed several of the topics over the last couple days,I have recorded several different streams to twitch, and all are working fine ( minimal packet loss at 720p, however I'm getting typical pixelation,and quality loss upon heavy activity.

My setup:
i5-3.4ghz verclocked to 4.2Ghz
16bg Ram
Windows 7
AMd HD7970
Down speed: 6.5mb
Up sepeed: 1.1mb

Currently, I'm using these settings:
Encoding:
x264
Use CBR
Bitrate & Buffer: 1000kbs
Quality 6

Video:
HD7970 adaptor
base reso - custom 1920 x 1080 (that's my monitor res)
Downscaled 1.25
Bilinear filter
FPS: 30
Disable Aero

All of the other settings on OBS are on default, and I am still currently testing my stream and tweaks to this setup. As I've seen, the pixelation and loss of quality seems to be from the GPU (or Video card) in my case being overworked; Or is this lack of upload speed?

so i have been playing with my stream setings & found that it doesnt matter how low i go i still get pixelation. i started streaming at 480p & still got quite bad pixelation. if i was to add a hd capture card would this help or just have no real effect?
Also is there some way to compress the packet before it is being sent to twitch? this would lower the bitrate needed but i think there may be an issue when it gets to twitch tv.
