Question / Help Getting lots of Choke in CSGO when streaming, Any help with my settings would be appreciated :)

Here is an example of the choke I'm getting you can see in this vod I'm displaying my net graph in the bottom you can see it's constantly at 10% which makes CSGO piratically unplayable. https://www.twitch.tv/skuxj/v/63323158

CPU: i7 6700k (4.0GHz)
GPU: Nvidia GeForce GTX 960
RAM: 16GB DDR3
PSU: 850W
