Question / Help Getting high ping everytime i start obs

hi ! I've been streaming quite a bit and today out of nowhere everytime I start my stream i get 1000 ping ! I start the stream do a speedtest get 1000 ping stop obs do a speed test again and get a 25 ping ?

my bitrate is at 1600 wich is pretty low I think
encoder 264 checked
im on the new york server
and the rest of my spec are on the file I've put

Hi ! I'll put my log in there ! and I tried it again today and its doing the same thing ! my brother tried it on his stream and its not giving him ping we are in the same house ? help pls
teste before starting obs : 20ms
After : 740 ms
