Question / Help Getting blurry stripes with AMD VCE encoder! - streaming

Hello before you yell at me let me tell you why I decided to give AMC VCE encoder for streaming a try: so that I could stream without getting my CPU into 100% usage levels (probably exaggerated but you understand where I'm going I hope). When I started using this low cpu intensive encoder I was happy with the stream quality but quickly spotted blurry stripes that have randomly appeared while I was watching my VODs. So I tried several changes while maintaining the encoder such as changing FPS, keyframe interval, profile, rate control, output resolution, downscale filter but nothing seemed to work. On rate control I've informed my self about it and read that we should use CBR for streaming, but I tried changing it to VBR just once, streamed for a bit and the problem disappeared. But that caused me another problem: buffering for my viewers (what was I expecting really?) with my bitrate fluctuating like crazy. So reverting back to CBR I'm left with the initial problem wich can be seen here (link to the VOD at the time it happened). That stream was a couple of days ago but since the stream settings didn't change a lot I'm leaving my most recent OBS log here:

search the forum, there was a solved topic about this not long ago like 2-3 weeks. I dont remember solution :/

After a search over this forums I found out that the only solution is to use VBR instead of CBR (yes I tried it and it works)... Well that's not good for anyone since the bitrate tends to spike out between low movement and high movement scenes. If I try and set a custom maximum bitrate (by pressing the Advanced button) I get the message: "Encoding overloaded! Consider turning down video settings or using a faster encoding preset.". Some people say that this problem doesn't exist in the original OBS version but I've not yet confirmed that. With all being said I still prefer the using VBR solution but I would also like to be able to set a maximum bitrate or else I'm going to be spiking 10MB/s. Thank you for any help I get in the future regarding this matter.
