Question / Help Getting bad frame rates while streaming CSGO and TF2

Hey Guys so i have a fx- 8120(4.0ghz), radeon 7850, I'm trying to stream 720p60 but i get really bad frames in games. I was wondering how to change my settings to fix this.

its 1280x720 not 1920x720 i think

Hey i think i figured it out once i made it 1280x720 instead of 1920x720 my cpu usage went from like 50 to 15 but thank you.
