Question / Help Getting an echo about 20secs. after I say something

So when I stream I have about a 20 second delay on the echo that happens, it sounds terrible. I have no Idea how to fix this problem. I use the El Gato to capture my streams on the PS4 and i do have a webcam. Any settings that I could change to get rid of the delayed echo on stream?? Placed my log below.

Are you watching your own stream while live? Have your Twitch dashboard open? Mute the stream in your browser or OBS will record the audio from it.

I do keep the dashboard open when streaming. Ok so i know you can preview stream, but you cant hear audio when doing this, right? How would I go about testing audio to ensure it is not echoing at all?

Go back and watch a VOD or a local recording of your stream, or watch from a different device.

Mute your stream on the dashboard, that's probably the problem, you can hear your own stream.
