Question / Help Garbage quality with recommended settings

So I've read that for 1080@60FPS I should set 9000kbps bitrate. Okay, done, then why I've got this mess on screen?

9000 kbps bitrate isn't really enough for 1080p@60fps with a game like that, all the foilage makes it difficult to encode with limited bitrate available.

I tried 18000kbps with 1080@30FPS, not a big difference, honestly.
