Question / Help games start jitter lag as soon as i start previewing or streaming

so as soon as i start previewing or streaming LoL or CSGO the game isnt smooth. My fps is still high but the game jitters

720p 30fps with a 2k bitrate

CPU: Intel 4790k
RAM: Corsair Vengeance 16GB (2x8GB) DDR3 2133 Mhz
Graphics Card: MSI GTX 970
Operating System: Windows 8.1 Pro
Internet Connection: 20mb Down 10mb Up
