Question / Help Games Choppy while streaming

I tried streaming today and the stream is good and not choppy its acutally quite smooth but my game is extremely choppy, barely playabe. My PC Specs:

RX 580 4GB
Ryzen 5 1600x
16GB Ram


I had an old PC with way older parts that could handle the game and streaming perfectly with the same settings and now this new better PC cannot handle them, I'm assuming. I'm down-scaling to 720p60FPS

Please help I love streaming and this started happening after I got this new PC!

I am using Game Capture btw
