Question / Help Gameplay and stream quality is choppy while streaming

Specs:

CPU: Intel i5-4570 3.20GHz
GPU: Nvidia GeForce GTX 760

On OBS i keep getting that Warning message saying High CPU usage.
And my stream quality gets really choppy
I also monitored my CPU usage and it spikes up to 90% then drops to 60%

Any help would be appreciated!

Make sure either vsync or some other form of frame limiting (e.g. the fps_max cvar with a value of 120 or less) are used to keep CPU/GPU load from the game in check. Your system isn't going do well with CS:GO at 300 FPS and streaming at the same time.
