Question / Help Game works fine, stream will not

Hello everyone! I hope you are having a wonderful day today. I've been streaming using OBS on my Acer Aspire V3 772g for about 2 months in less demanding games and everything went pretty much fine. But a couple of weeks ago when I tried to stream Warframe I saw that despite me having 60fps at 1080p medium in game, the framerate in OBS was never constant and always below 30fps which is what I had it set to. After trying some other games like Darksiders, Bioshock Infinite, Heavily modded Minecraft, Fortnite, I've realised that I was having the same problem, 60fps in game, 10 in OBS. I gathered up some cash and thought about getting a capture card but after looking into it, I've seen that it's not recommended for a 1PC stream like mine.
My PC specs are:
-Core I7-4702MQ 2.2Ghz
-GTX 760M
-12GB of RAM
-Win 10 Creators Update
I've tried tweaking my settings in many ways but to no succes. Here are some log files from today of me trying and tweaking settings:

I'd hoped that a capture card would solve my problems but apparently, it won't. I'd also like to mention that I've tried setting the process priority of obs to realtime and high but that also didn't help me much.
