Now, I know that ALWAYS when streaming with the same computer you are gaming on you are going to have some sort of performance issues weather its losing 10fps or whatever the case may be but I feel like my issue is far worse. Let me start off by posting my specs

AMD FX-6100 Six-Core Processor @ 3.30GHz
8gb RAM
64bit system.
GTX 1050-TI

Off stream while playing games i get about 75% better frame rate than when I am playing while streaming personally I believe that there is something that I am missing. My specs should be enough to stream and play the game at the same time without losing this much performance, I have went through multiple trouble shooting steps, and found some fixes, but still is dramatically affecting performance I understand they are not the best but if anyone has any suggestions or anything it would be greatly appreciated because I am at a loss right now.

Unless you have a full sized image of your camera, running it at 1920x1080 will use a lot of resources unnecessarily. Try dropping it to a more appropriate resolution. 1080p cameras use a lot of CPU to decode.

You may also need to reduce your expectations - the FX-6100 is a pretty old CPU by today's standards (https://www.cpubenchmark.net/compare.php?cmp[]=257&cmp[]=2919)
so buy reducing the camera resolution you mean instead of 1920x1080 reduce it to like 1280x720?
