Question / Help Game PC OBS full screen preview 4k to stream Pc

Hello,
i'm new here and have a slight issue that im not sure what may be causing it.

Game PC

i7-7700k @5.1
32GB Ram
1080Ti

Stream PC
AMD 1700 -
8Gb ram
GT-710


my issue:

when i play /stream PC games i play them in 4K high/ultra settings. the game itself always runs great and frames are high for games. they meet most benchmarks ive reviewed so i know the games are not suffering.

i have OBS open on the game PC with a game capture setup. on the canvas i select the GC and edit the transform to scale the video to 1920X1080 then i full screen preview that onto the Elgato HD60s. on the stream pc the signal comes through fine and the capture looks good.

Now, when playing what im seeing on the stream is this ever so slight frame judder. it seem to be when any movement is super fast is when it happens. Now im sure its not screen tearing as i lock to 60 and have v-sync on to match the screen. on the game itself i dont see anything like it. the game is fast and smooth.

Is this method im using the best way to the 4K to the 1080P Cap card? or am i inducing something by having OBS on the game pc scale the canvas to 1080p and push that to the cc?
OBS is x264 and is set to 3400BR and 900P
Thoughts?
