Question / Help Game not at 60 FPS

Hi, I have a GTX 670 Gigabyte Winforce edition, 16GB of RAM, and an Intel i5 2500K. When I livestream, I can livestream all games perfectly fine, example, Battlefield 3 on ultra at 60 FPS but no matter what I do, I can not get league of Legends to run at 60 FPS. The stream looks fine, but when I am playing the FPS counter in the top right of the game says around 55 or 56 sometimes even in the 40's. Now you may say that you can't notice the differnece but when you have played at 60 FPS for the past year, and then you start dropping frames, you notice it. Does anyone have any idea why this is? Could it be that I have league of legends on my secondary mechanical drive and not my SSD?

that did work, the only problem with that, is I notice the tearing. I am very picky haha

i will try and do another stream in a few minutes to try and recreate it so we can make sure that the new update to OBS hasn't fixed it.




EDIT:

PROBLEM SOLVED. the newest OBS release has fixed the issue what ever it was! now there is no problems
