Question / Help Game lag while streaming.

Hi, first i'd like to start with my computer build, it's i5 6500 at 3.20ghz, 8GB of ram, and AMD Radeon 7950 3GB OC
When i streaming my game performance and its horrible, because i get stutters and lags
I tried tweaked settings, different resolutions, lowering bitrates but nothing seems to help.
and the result on twitch tv looked horrible. My upload speed is 23.51mb/s What should I do in order to stream without in-game lag in 720p or 1080p?
