Question / Help Game is lagging

hi there,

I have some Problems with playing while streaming.

My Game has low fps (40-70) and is unplayable laggy. (CSGO)

My Internet is on 2,5mbits up
PC Specs: Intel Core i7 4790K - MSI GTX 970 and 16gb RAM
i tried x264 and Nvidia NVENC as encoder, with both of them the result is the same.
