Question / Help Game is blurry / disorted when moving in CSGO

Hello ,

I stream with OBS on Twitch the game CS:GO and when ever I move/jump the picture on twitch looks blurry ,however , when I stand still the picture looks perfectly fine

there's this box in the right bottom , and it goes yellowish/red sometimes , but most of the time its green

I have around 3~3.2m upload speed, a benq2430t 1080p monitor and decent computer ..

my res ingame is 1280x1024 and monitor screen is 1920x1080

I have stretched the image in Nvidia control panel to be able to play on 4:3 ,5:4 res without black bars in csgo

what settings should I put in OBS itself? bitrate? custom res or monitor? how much to downscale? fps?

^ it might not the correct log since I play with the csgo res and obs settings everytime , trying to fix the blurry motion

Change to 720p30 instead of 1080p60 with your current settings.

Do NOT stretch the game picture in your recordings. Fill the black bars with overlay.

but i want to play csgo on fullscreen and without black borders/overlay

where do i change to 720? in obs or game? my res ingame is 1280x1024
