Question / Help Game FPS drop query

Hi,

I'm streaming Dark Souls to Twitch with OBS, my PC is quite old (4 years old, Q9550 @ 3.8GHz, GTX 260). I intend to upgrade soon, but in the meantime I had a few questions I'm curious about and was hoping somebody could answer.

When I start streaming with OBS in a few of the more intensive parts such as the Sif fight, New Londo Ruins and Lost Izalith the game drops to around 20FPS (down from 30FPS). If I'm not streaming I get a stable 30FPS everywhere.

The strange thing is the FPS drop is exactly the same no matter if I stream at 852x480 @ 800kbps bitrate, or 1280x720 @ 2000kbps bitrate. Also, if I monitor my GPU/CPU usage with any tools, the maximum GPU Core / CPU load doesn't go above 75%.

Basically my question(s) are:

1. I understand my computer is old, and I fully expect slowdowns, but why does the game FPS drop while streaming with OBS when the CPU nor GPU are above 75% load?
2. How come streaming at 1280x720 @ 2000kbps and 852x480 @ 800kbps, both cause the exact same reduction in game FPS? I would have thought the former would result in lower FPS due to having to encode to a higher quality, or is this assumption incorrect?

probably a heavy action part and your computer cant really decide what to work on as first so it decides to drop your game a bit to keep some headroom
