Question / Help Game Dropping FPS (on PC, not on Stream) with low load %.

Ok, so I am at work and will have to post a log this evening, but I was hoping someone may have a little insight in the mean time.

Basically what is happening is that while I stream my games are having horrible FPS drops and basically are super jumpy.I feel this shouldn't be happening given my system specs (as seen below) but maybe I am wrong. If anyone knows anything I can try to restore my games to playable while streaming I would love you forever.

System Specs:

i7-6700k
GTX 980ti (Sli)
32 Gigs of Ram
1tb HDD
1tb SSD
Download Speed: 300mbps
Upload SPeed: 30mbps.
Logitech c920

Even if you could give me some recommended settings for the games I like to stream it would be appreciated.

I currently (attempt) stream Dead by Daylight, Heroes of the Storm, Overwatch, Darkest Dungeon. I downscale to 720 and run at 60 fps.

Done, that seemed to help. I just thought this system could handle it. Even when running at 60fps the CPU never goes past 50%. *shrug*
