Game crashes down to almost 30 FPS when streaming

Side notes:
RTX 3070
I7-10700KF
16 GB DDR4 3200 MHZ (8x2)

When opening OBS my frames drop to around 70 with 12% CPU usage (I'm using NVENC so idk why it's using that much CPU is problem one) and when I start streaming I get like 20-40 FPS with ~14% CPU usage. As soon as I end stream and close OBS I go back to around ~120 FPS. Can anyone offer insight?

I appreciate you pointing this out to me, but I don't know what this technically means/how to fix it/ what the issue is. Also, these seem to be FPS drops in OBS, so why would this be causing Warzone to drop to extremely low FPS?

The fact that OBS is detecting 2. The most common cause for this seems to be using remote desktop and/or having displays plugged in wrong.

I have a remote desktop for work, and one for school (One is through a stand alone program and one is through VMWare). I have 2 monitors, one hooked up with Display port and one with HDMI
