Question / Help Game choppy while OBS (studio) is open

Okay, So I just hooked up my second monitor, and when I open obs, (not recording) the game looks really choppy, like 60fps ( I don't know if OBS locks the framerate)

When I close OBS the framerate isn't locked/the game isn't choppy anymore
I already tried to do the HDMI on the motherboard but that didn't work.
Specs: i7 4790k
GPU: GB RX470 4GB

is there any way to fix this?

I already turned it off, and it didn't fix as well, come with something new please

If you've already switched the renderer back to Direct3D then you need to post a current log file that reflects that.
