Will an FX 4100 be able to stream 1280x720p in 30fps if I use my elgato to capture the gameplay and stream it using obs? If not which of the FX series would you recommend that is the cheapest but offers the most performance for video encoding

Capture Card in a single PC Setup comes without a single benefit.

FX8320 is probably the best Price/Performance when you plan on streaming 720p30

FX 6300 is also "okay" depending on the game you are trying to stream

but in general the current FX era is dead I would rather suggest waiting for ZEN and start investing there again instead of old Hardware

To add to Alpinlol, you might try h264 solution like VCE or NVENC which are built into the last few generations of GPUs.

VCE is on AMD GPUs from 7800 series and forward and NVNEC I believe is supported on GTX 700 series and up.
