Full canvas not showing

I have a 1920X080 monitor with that set as the Resolution. I have the Base Canvas and Output Resolution set to 1920X1080. I am unable to see the full base canvas so when I add a Video Capture device and tell it to fill the canvas I am unable to see everything. I cant see any scroll bars as well. What should I do to fix this issue?

That's not normal behavior. Screenshots would be helpful. Both of what it's doing and of the settings.
