Frozen video for viewers, but not for me (Memory Leak)

Hi guys,

I'm trying to track down an issue with OBS that is pretty strange.

It seems as I'm streaming, my viewers see a frozen video but with live audio. On my end of things, it seems as thought OBS is working perfectly fine. After shutting down OBS and launching the app again, I immediately get "Encoder overloaded" despite it being perfectly fine normally.

Log File with frozen video: https://obsproject.com/logs/kcKUjaBx85HsTBHk
Log File after restarting OBS: https://obsproject.com/logs/Sf2rH4Gkh2Zmoz22

All I can decipher is that, at the end of the logs, it lists large memory leaks
