Frozen Video during Live Stream

The Video part of our churches live stream is "Freezing." What is the problem, and how can i fix this issue? The Audio continues but the Video Locks. PLEASE Help!

need run/start obs with administator privilegies always! mouse 2 and run with administator!

10:51:07.341: Game DVR: On - must be off ! = in windows settings , game mode xbox etc off

what encoder u use? use Nvenc if u have! and - OBS->settings->output-> on top swich basic mode to advanced mode and use nvenc encoder if u have.And what about base resolution u have 4k screen? :) and 60 fps need more bitrate 3500 - 4500 - 6000kbps,But if u make live stream not gaming i dont know why u need 60fps u can try 30. or stay on 60 but push more bitrate.
