Question / Help Frozen parts in video but no frame drop

I recently build my new PC and did a fresh install of Windows 7 and everything around it.
I switched out my 2x 7950 GPUs for one R9 290 among other parts.
Since this new installation, when I record a video of one of my games, it has these parts in the videos where the video just seems to be frozen for some time, even though audio still continues.
I have no idea what this problem might be, since OBS says it didn't drop any frames. These problems did not occur before.
Anyone have an idea what might be the problem? All ideas are welcome.

Most likely the problem, as that particular issue causes freezes. Very strange that it would happen with that computer though, because your computer seems really good, but generally it means something else is eating so much CPU that it's preventing the encoder from working. Try using some more downscale in video settings and see if that helps at all.. probably the only advice I can give for the time being

I'd rather not downscale, the videos I upload are meant to be 1080p and I will lose that if I do.
Is their anyway for me to see what is eating at my CPU so much?

Have Task Manager or some other CPU usage monitor running where you can see it. Task Manager is probably best as it will list what processes are active, and you can sort by CPU usage.

Another thing to watch out for is CPU temps. If your CPU is getting to hot and starts downclocking to cool off, it can cause these sorts of issues as well.

Another possibility is that since you upgraded to a more powerful GPU, your CPU is now the bottleneck in your system. Games run better/render more frames and start to eat up CPU with the increased load. Maybe enable Vsync or otherwise cap the framerate.

See that's the baffling part to me, I have no clue what's eating up your CPU there. Your CPU seems like a fast CPU, it should be able to handle this just fine, it feels very unusual to me. Something else on your computer (perhaps the game? Though even that's unusual as well) is eating up all your CPU, causing the encoder to lag, and thus have this freezing/skipped frames issue. Just so you know, the encoder isn't even our software -- x264 is the most common and highest performing h264 encoder on the market.

If I were in your situation I'd be trying to find out what on earth is going on. Check your task manager and such, it's definitely very unusual for your computer (I think). You can do a slight downscale without losing much quality too, 1.25 downscale

the GPU is more of a "I switched two GPUs for one that is about the same performance then the two combined" kind of deal. It is even running at a bit lower FPS then before, so the CPU being a bottleneck is impossible at this point.
The CPU temp might be a problem however. No idea what temperatures are normal for a CPU though. In ideal it runs at about 45 degree Celsius.

This is the weirdest thing about it all: CPU is the same as before, only new layer of thermal paste, and GPU is slightly less powerful then previous double GPU I had.
Right now I'm working on a full PC scan for viruses and after that will do a BIOS update, see if that helps.

It's doubtful that it's a virus or anything. All I'm saying is that I've seen this model of processor quite a lot, and I've never seen it happen with this. Did you state what games you were playing?

It was while playing multiple games. Happened during The Wolf Among Us, Hotline Miami, and Iron Sky Invasion.
Good news though, just did a recording and everything seems to be fine now.
Don't know what I changed exactly, but it somehow is fixed, no problem ATM. Just did a rerecording of Iron Sky Invasion and even at the big explosions, no frame-drops. Looked it up in the log-files and it says that no frames where skipped or late, without adjusting settings in OBS.
Thanks for the help anyway. I hope it will stay this way now
