Question / Help Friezes and Buffering

Hi all, need your help. The problem is this: I happen buffering and friezes on Twitch. I already changed all the settings, set the minimum and nothing helps, the bitrate is changed, video changed, advanced settings changed, and nothing, full 0. Maybe someone can help me?

Characteristics of computer: gtx760, inel core i5 4460, RAM 16GB.

Internet speed: 93/93.

I have similar if not the same issues. When i stream at 60fps both my stream and OBS start freezing after like 5 mins or so of running. I have messed with a bunch of settings even re download the program, but the only thing that fixes it for me is if i stream at 30 fps. I want to be able to stream at 60fps so this problem is really bugging me.
