Fresh Install of OBS 28.0.1 no NVENC (New) - 3080ti GPU

I have all updated drivers, freshly installed, freshly restarted PC. New NVENC Does not show up anymore just the old NVENC when I used to have both options in the previous update without any issues. No one seems to know whats going on so as a last resort I am asking for help. Thank you..

The old NVENC never showed up. New was renamed to NVIDIA NVENC H264 as it's no longer new.
