Question / Help Freezing screen yet audio doesn't drop

I have been experiencing issues with my stream freezing video (without dropping frames). It will freeze for a second then continue on with the stream without falling behind. This just started happening yesterday and I'm not sure why. When streaming from my ps4 I use an elgato HD60.

my specs are=

Windows 8.1 pro
Intel Core i5-4670K CPU @3.40GHz
Installed RAM 16GB
64-bit OS
GTX 970 graphics card

I stream at 30fps
I was testing between 2000-2500 bitrate with 5mb upload

Ugh...That's frustrating, I uploaded the "previous stream" from OBS help. I'll do another session connect and upload "current stream", my apologies. In the meantime I have a question, my obs is set to 30fps, should my elgato game capture also match that fps because is set to a default of 60fps? Just trying to troubleshoot and I realize without the proper log it's difficult. Thanks for the quick response last night btw OG See OH Zee
