Question / Help Freezing and low framerate

Hi
Some games mainly more demanding games such as GTA and rainbow 6 seige and so on, always freeze and have really low frame rate. My CPU is an i5 4690k and GPU is r9 290x

What settings should i be using? Even when i turn it down to 720p 30fps it still lags and looks bad. Is there something i should turn off or down?
