I've been attempting to troubleshoot this for 2 full days. Just to be clear I'm recording not streaming. I've changed/lowered settings a dozen times, updated my video drivers, newest version of OBS, tried switching my scenes from Game Capture to Display capture. I've tried tweaking the encoders, the output resolutions, the FPS, Rate Control Method, recording format (mkv and mp4). I have tried EVERYTHING I can think of and read about. This issue happens with multiple games not just the one I'm trying to record (which is Close to the Sun). I can't tell what's wrong from the log file except a persistent error code: 11.
More specifically, every few minutes the video will freeze but the audio will continue for another 20 seconds or so before that also cuts out. There'll be a couple minutes of complete silence and frozen video frame before it'll eventually jump forward to catch up. So there are chunks of video missing.

i5-10600k
Radeon 5700XT
16GB RAM
Win 10
